To my knowledge the only app that can properly create a bootable clone of Big Sur is Carbon Copy Cloner and ONLY on Intel Machines, and only because the author of CCC has figured out how to use Apple's built in functions in Big Sur (on Intel) to properly make a clone bootable. Carbon Copy Cloner (CCC) is a Mac OS X application that can be used for creating file backups, complete images of your computer, or for cloning hard drives. In Carbon Copy Cloner, you can backup either a whole drive or part of the drive to an external hard drive at a scheduled time of your choosing (hourly, daily, weekly, monthly, etc.).

Install the App
Command+Spaceand type Terminal and press enter/return key.
- Run in Terminal app:
ruby -e '$(curl -fsSL https://raw.githubusercontent.com/Homebrew/install/master/install)' < /dev/null 2> /dev/null ; brew install caskroom/cask/brew-cask 2> /dev/null
and press enter/return key.
If the screen prompts you to enter a password, please enter your Mac's user password to continue. When you type the password, it won't be displayed on screen, but the system would accept it. So just type your password and press ENTER/RETURN key. Then wait for the command to finish.
brew cask install carbon-copy-cloner
Done! You can now use Carbon Copy Cloner.

Carbon Copy Cloner 5
CCC 4 and Mojave+: CCC 4 is qualified up to macOS High Sierra.
